TEX TIN SUPERFUND SITE CERTIFICATE OF COMPLETION
Tex Tin Superfund Site, OU-1 received a Certificate of Completion from the EPA on September 23, 2005. RECON served as prime contractor on this multiple-year, multiple-task design-build project. To perform this project, RECON used a unique 5-staged approach. After submittal and approval of the initial work plans, remedial activities that did not require extensive design began. While Stage I construction was being completed, the Remedial Design for Stage II was developed. This process continued for the life of the project. This innovative approach saved the EPA over $9,000,000 dollars and decreased the schedule by 7 months.
Work included:
- Demolition of 15 warehouses and buildings, along with a 250-foot tall concrete smoke stack
- Cleaning and demolition of 157 aboveground storage tanks (volume capacities up to 500,000 gallons)
- Consolidation and disposal of over 7,505 pounds and 275 gallons of hazardous chemicals, including potentially explosive materials into lab packs
- Abatement and disposal of 133 cubic yards of friable asbestos
- Recycled 1,374 tons of metal
- Disposal of organic waste off-site
- Characterization and stabilization of waste contained in 7,855 drums and 5,188 cubic yards of waste piles and supersacks
- Treatment of 17,250 cubic yards of sediment and Principal Threat Soils exceeding Preliminary Remediation Goals
- Management of 50,000 cubic yards of hazardous and non-hazardous slag
- Treatment of 16 million gallons of low pH (<2 standard units) water impacted with metals
- Stabilization of 70,000 cubic yards of low pH (<2 standard units) sediments in a 4-acre pond
- Installation of a RCRA equivalent cap over a 3-acre pond containing arsenic affected scrubber sludge
- Design, construction and installation of a RCRA equivalent cap at the 2-acre NORM disposal cell
- Installation of a 55-foot deep, 2,750 foot long slurry wall
- Consolidation of 10,295 cubic yards of naturally occurring radioactive material (NORM)
- Capped the low level radioactive waste landfill
- Design, construction and closure of a RCRA equivalent Consolidation Cell for onsite consolidation
- Installed 1,556,000 square feet of liner material
- Pumping, sediment treatment and capping of four wastewater ponds encompassing 25 acres
- Closure of 49 wells and the installation of 17 wells after RA activities
- Installation of 86 acres of clay soil cover or soil surface layer
- Installation of an evapotranspiration system: 366 specialized trees and 98 acres of grass seed
