All employees of RECON equally share responsibility for the individual and collective health and safety of all personnel on a project. Employees know that production and schedule cannot take precedence over health and safety and they know that any individual, without reprisal, can stop any work activity when a health and safety threat, or potential threat, exists.
In addition to the standard OSHA-required safety programs for the construction and hazardous waste industries, RECON has developed a Behavioral Based Safety System (BBSS). This system originates from the philosophy that “incidents occur as a result of management reinforcing undesired behaviors.” History indicates that the lack of reporting incidents is directly related to the fear of reprisal on the part of the employees and has shown that management’s concern is typically associated with those incidents causing significant injury or cost to the company.

BBSS focuses on identifying and investigating near loss incidents. When an event “almost” happens, RECON investigates to determine why the incident occurred. If we determine why near losses occur, the risk associated with the occurrence of injuries and property damage significantly decreases. BBSS also focuses on intervention through employee participation. This participation is identified as an observation process, where one employee observes a task performed by another employee. The intent of the process is to identify the undesired behaviors prior to that behavior resulting in a near loss or loss. The most appropriate method of identifying undesired behaviors is to include the “experts” in the observation process. The employees are better trained to understand the actual work environment; therefore, they will have more knowledge in identifying behaviors, as well as identifying solutions to those undesired behaviors. The observation process is intended to be constructive criticism rather than a “finger pointing” exercise. This involvement empowers employees, thereby increasing the morale of each individual, resulting in a more successful safety program. TrainingRECON understands the necessity of proper training and documentation for all employees and therefore, all new hire employees will have their level of training verified and any training required will be administered prior to reporting to the project site.
