Remedial Construction Services, L.P. (RECON) was involved in the remediation of the French Limited Superfund Site for over three years. The initial scope of services included the construction of the roads through much of the site´s swamps to allow access to the pumping and injection wells, which comprise the insitu bio-remediation system. RECON was also responsible for the excavation and transportation of the contaminated soils onsite. The soils were excavated from various locations across the 60-acre site and transported to the main lagoon where they were remediated during the pond remediation.

During the active remediation phase of the project, RECON was responsible for continuing to construct and maintain the roads throughout the site.
After the remediation of the sludge pond, RECON closed the main, 10-acre pond. Closure included backfilling the pond with 210,000 cubic yards of select fill, solidification of 30,000 cubic yards of biomass, cutting the backfill to specified grade, placing a final cap and hydromulching. This project demonstrated the feasibility of using bioremediation on a large scale for the in-situ remediation of sludge and contaminated groundwater.
RECON was selected to perform the wetlands construction due to our experience with large dirt moving projects and our safety record. The project, in general terms, was a 200,000 cubic yard excavation and haul project, coupled with a 150,000 cubic yard "cut and fill" project.
Prior to the construction of the wetland, the 60-acre subdivision had fully subsided below sea level. To complete the construction of the wetlands, RECON dewatered 30 million gallons of surface water over ten months. Due to the saturated and unstable soils, low ground pressure equipment was used to demolish numerous house foundations, a mile of roads and driveways, and cut the site to the desired elevations.
The final site grade had a 1" tolerance over the entire site to facilitate the growth of specific plants. RECON transplanted grasses/vegetation from the areas around the San Jacinto Monument, in Deer Park, Texas to the newly constructed 60-acre wetland in Baytown, Texas.
